The Split View tool in the Defense Mapping toolbar in ArcMap opens the Split View window and allows you to have two views of the Table Of Contents window and the data frame. Having another window that shows the layers and the data frame can help you perform visual quality control of data. For example, you can load imagery and features collected and use the tools in the Split View window to visually compare them and determine if features need to be added or edited.
