Existing Roads and Highways 10.2.x users (including Patch 1)
The Esri Roads and Highways for Desktop setup package is designed to detect and upgrade an existing installation of Esri Roads and Highways for Desktop 10.2.x on the target system. The settings for the installation location, license manager (for concurrent use), or authorization information (for single use) are retained in the upgrade. After installation, any customizations, add-ons, or third-party applications installed for 10.2.x may need to be reapplied.
Concurrent-use and single-use users
Your current 10.2 authorization will be preserved and reconfigured for 10.3.1 use. For concurrent-use users, ensure the license manager you are connecting to is a 10.3.1 or 10.2.x license manager. You can run the ArcGIS Administrator after installation to change the license manager or any other required settings.
Roads and Highways for 10.1 users (including SP1)
The Esri Roads and Highways for Desktop setup package is designed to detect and upgrade an existing installation of Esri Roads and Highways for Desktop 10.1 (including SP1) on the target system. The installation location within the ArcGIS parent folder is retained, although the upgrade is installed to a 10.3.1 folder.

Do I need to uninstall Roads and Highways 10.1 (including SP1) before installing Roads and Highways 10.3.1?
No. If you already have Esri Roads and Highways for Desktop 10.1 installed, the setup will automatically upgrade it to Esri Roads and Highways for Desktop 10.3.1. Additionally, you can install Esri Roads and Highways for Desktop 10.3.1 without having an earlier release of Esri Roads and Highways for Desktop installed on your machine.
Can I run Roads and Highways 10.1 products on the same machine?
No. This setup will upgrade Esri Roads and Highways for Desktop 10.1 to 10.3.1 on the target machine.
