Provides access to interface that indicates if a layer has a associated UI of its own.
Implementing this interface indicates that the layer has a significantly different model for dealing with time data than a standard feature layer. The effect is that the standard time tab does not show up in the properties pages. In this case a custom ui must be implemented to replace the functionality of the standard Time tab in the properties pages.
