Available with Network Analyst license.
Network dataset schema version is older than 10.0. The network dataset must be in an ArcGIS 10.0 or later geodatabase.
Solution
Open the Properties dialog box of the network dataset, click the General tab, and choose Upgrade Network Dataset.

Before upgrading the network dataset, you may need to upgrade the geodatabase that contains the network.
