The network dataset has a status of unbuilt. This can mean the network cannot be used for network analysis; it could also mean the network has been edited and therefore may not provide the best network analysis results.
Solutions
Take any one of the following actions to resolve this issue:
Build the network dataset before sharing it as a package or service.

Do nothing. You can choose to accept the drawbacks and ignore the warning.

A network dataset can be created using Catalog and left as unbuilt. Such a network cannot be rendered or used for any type of network analysis. Build it before sharing it as a package or service. A network dataset can also be in an unbuilt state if it has been edited since the last time it was built. Building the network data will fix this issue.
