No. If you already have ArcGIS 10.3, 10.2.x, or 10.1 Data Reviewer for Desktop installed, the setup will automatically upgrade it to ArcGIS 10.3.1 Data Reviewer for Desktop. Additionally, you can install ArcGIS 10.3.1 Data Reviewer for Desktop without having a previous version of Data Reviewer installed on your machine.
