The symbol for the map background of your data frame is not a simple fill symbol and is therefore not supported for map services. You will need to turn the background off or change the background to a simple fill.

You can set a default map background color. Map services only supports simple fills for a background color because they give the best performance.
Here are the steps used to add a background color to a data frame:

- Right-click the data frame in the table of contents and click Properties.
- Click the Frame tab.
- Click the Background arrow and choose a solid background fill.
- Click OK to apply your settings.
