Center 

  Center is a parameter of type IPoint
FromAngle [in, out]
  FromAngle is a parameter of type double
centerAngle [in, out]

Description

Returns the Center Point, From Angle, Central Angle, and Radius for the Circular Arc.  These are the same parameters used by PutCoordsByAngle to create the Circular Arc.
