About ArcGIS Publisher

You can use the ArcGIS Publisher extension to create and package Published Map Files (PMFs) and develop custom applications based on ArcReader.
To work with the Publisher extension, you'll use the Publisher library. This library contains the PublisherEngine and PackagerEngine objects. To get started, see the Publish a map and Package a PMF samples. For additional information, see the Publisher library overview.
The Publisher license provides .NET developers with access to the ArcReaderControl and ArcReaderGlobeControl. These .NET Windows controls can be used to create custom ArcReader software-style applications. To use the controls at design time, you need a Publisher extension license. However, applications can be deployed on machines with the free ArcReader download. For more information, see the PublisherControls library overview.
