You can view the data dictionaries if you have opened the ArcGIS Desktop Help from Start > All Programs > ArcGIS > ArcGIS for Desktop Help > ArcGIS <release> for Desktop Help.

Note:

If data dictionaries are downloaded from the WebHelp, you must unblock the files before you can view them. To unblock the files, right-click the data dictionary CHM file and click Properties. Click Unblock on the General tab, then click OK.
