Your map contains feature selections. However, map services do not support feature selections that are saved in your document.
Solution
Clear your feature selections. Use the Clear Selected Features button on the Tools toolbar to remove feature selections.

There are many cases in which you may have saved selections in your documents. However, you should clear these before publishing your document as a map service.
If you need to use a subset (selected) of features in your web map application, you can work with feature selections as part of your application.
