The locator to be packaged or published cannot contain custom plugin functions.
Solution
Use the locator style provided by ArcGIS that does not contain custom plugin functions to create a locator.

Developers can customize locator styles by adding custom functions for parsing or comparing addresses. The custom functions may be accessed in a custom DLL. Locators created based on the custom style will require access to the DLL. Locators using custom plugin functions are not supported in creating locator packages or publishing as geocode services.
