A tracking layer in your map uses unsupported layer actions.
Solution
Either disable or delete the unsupported actions from the Actions tab of the Layer Properties dialog box. Actions can be disabled by unchecking the check box next to them. Actions can be removed by selecting them and clicking Delete.

The only type of layer action that is supported is the Highlight / Suppression action. Filter actions, as well as any custom layer actions, are not supported.
