The layer type or data source is not supported for publishing in versions prior to ArcGIS Server 10.6.
Solutions
- Remove the unsupported layer from your document and replace it with a layer type supported by your version of ArcGIS Server.
- Install ArcGIS Server 10.6 or later to publish map documents that contain tile packages as layers.

With each release of the software, new layer types and data sources are available that are not supported by earlier versions of the software. Publishing a map document that contains a tile package as a layer is supported in ArcGIS Server 10.6 and later; it is not supported in earlier versions.
