Your map contains time-enabled layers, however, your map is not time enabled. In this case all the features of time-enabled layers will draw by default.
Solutions
- Use the Time Slider to enable time on your map.
- Alternatively, do nothing if you want to display all the features of time-enabled layers currently displayed in your map.

When a map contains visible, time-enabled layers and the map itself is not time enabled, all the features of the time-enabled layers will draw by default. This will be the default display of the service when the map is published.
When a map is time enabled and published, the default display of the service will show only the features of time-enabled layers that fall within the time extent specified in the Time Slider for the map at the time of publishing.
If you are using a time-aware client, you can specify time intervals in order to see subsets of features of the map service's time-enabled layers. However, if your client is not time aware, such as ArcMap 9.3.1, you will have no choice but to view all features of the map service's time-enabled layers.
