After enabling the Publisher extension, you can use the publishing tools. The first step in using these tools is to add the Publisher toolbar to ArcMap or ArcGlobe.
Any ArcMap document (.mxd) or ArcGlobe document (.3dd) can be converted to a published map file (.pmf) using ArcGIS Publisher.
