To display different languages for non-Unicode programs in graphs correctly, change the language settings in the Region dialog box to match the language used in the graph.
The system locale and the user locale must have the same language setting for ArcGIS to run properly in a selected language environment.

- In Windows, click Search and type Control Panel.
The All Control Panel Items dialog box appears listing options for adjusting your computer's settings.
- Click Clock and Region.
- Click Region on the Clock and Region settings.
- On the Region dialog box, click the Administrative tab.
- Under Language for non-Unicode programs, click Change system locale.
- Select the language of your choice from the Current system locale drop-down list and click OK.
- Restart your system.
