The data you're attempting to publish is versioned; however, the versioned workspace used in the map being published is not the DEFAULT version.

Solution

Make sure that all the layers and tables in your map use the DEFAULT version.

More information

A version represents a snapshot in time of the entire geodatabase and contains all the datasets in the geodatabase. The DEFAULT version is the original version of an enterprise geodatabase. All other geodatabase versions are descendants of the DEFAULT version. In most workflow strategies, it is the published version of the database, representing the current state of the system being modeled. You maintain and update the DEFAULT version over time by posting changes to it from other versions. You can also edit the DEFAULT version directly, just like any other version.
