Summary
Adds a new territory level to the selected territory hierarchy.
Usage
New Territory Level Name is an optional parameter. The pound sign, "#", can be specified instead of a default value from the ATDConfig.xml file.

arcpy.td.AddTerritoryLevel_TD(in_territory_solution_layer, {in_level_name})
